TODO: comment this The rawDeviceConfig is needed to create a rawdevice in the DeviceManager. it has a name rawDevice that determines what kind of rawdevice object to create (e.g. DeviceJinputController. And also a map for Strings to Objects. As far as I (padilla) know, RawDeviceConfigs are only created by the ToolSystemConfig through reading xml files
